Why do people do this at least get in a WW or and OST (You get perks

Something has to be done about this i an to tired of getting into a fight and getting popped by a manned ack.
If you mean the field guns, then:
1. Manned ack is the more useful for accurate long range anti-buffing.
2. Manned ack is somewhat useful against GVs.
3. The VH may be or may have been down.
4. If you are truly concerned about getting shot down while flying a fighter in a fight, the WW is much more dangerous to you.
If you mean the ship guns, then yes, it can be annoying, then again the auto puffy is what is most likely to get you. The failings of the AI puffy have been discussed ad infinitum. I believe puffy, both AI and manned should be "ordinance" seeking. For instance, if you are innocently flying a clean fighter, AI puffy shouldn't target you and manned should work as a fuzed shell against you. If however you are heavy, auto puffy should target you based on ord load, course, and proximity to the CV. If an otherwise fuzed manned ack shell comes close to an airplane with eggs, it should "magically" convert into a proximity shell and explode.
