Dam buster bombs were just that, designed to destroy dams. They were backspun at high rpm so that with water friction they would skip over shallow water obstacles then effectively stop dead and sink, exploding at depth with a barometric fuse and thus utilising water compression to magnify explosive force.
No use against carriers at all because the bomb would be long gone in the depths, stationary, as the carrier cruised away.
There is already a wide variety of bomber/fighter loadouts and a range of troops carriers and tanks.
