Nope.  It's Zeros (A6M5b), N1K1's, Ki-84's, Ki-61's, and Ki-67's against FM-2's, P-47's, P-38's, Corsairs, B-25's, and B-24's, in various proportions.

I think that the mix of aircraft will provide fun and challenge for both sides.

Also B-24s (Ki-67s as well) are limited to 16,000ft maximum altitude, which is keeping them out of the "untouchable" range for Japanese fighters.

That should make it at least a decent fight, not a one-sided stall fight.

N1Ks in a scenario with no other aircraft with a MA ENY below... what... the F4Us are 15?  If I didn't fly for the Empire in the last scenario I participated in, I'd be signing up for that.

You can't use the MA ENY number as a guide for performance in a scenario.

In this case you can.  Obviously its bad if you fly your Niki to altitudes it shouldn't be fighting at, but as long as the missions are designed properly, the Nikis will dominate.  As I recall the Nikis are on a lot of ground attack missions, which means they will be right in their best performance altitudes, whereas most of the allied aircraft will be in their worst.

Scenario fights are still quite different from MA brawls. Higher unit cohesion and more proper real world tactics quite often lead to results more similar to RW ones. In this case, the agility of N1ks can much better be countered by keeping speed up and using wingman tactics, just like the allied pilots did in the real thing.
This isnt only theory, but has been experienced in many scenarios.

I'm not saying the N1K isn't very dangerous... but the MA ENY number is just that.

/shrug.  My point is still valid.  As long as the N1K is flown at the right altitudes its the best aircraft in the scenario at those altitudes and it isn't close.  Now if the pilots or tactics aren't equal, then of course that can change the outcome, but who is to say which side will have the upper hand in that case?  I prefer to compare apples to apples, personally.
