I believe SB on any field need to be located in such a way to only shoot out to sea or no closer than the shoreline in order to fulfill their intended goal to shoot at Task groups and or LVT haveing to travel into a town or base from out at sea. SB's that can traverse onto a town or port an shoot directly onto the maproom should be relocated. This sounds like a bug when the map was created the SB was located in an inproper position.

Shouldn't the shore battery be placed so as to cover what is being attacked? 

The converse example of yours is a base where the enemy fleet can sit right off shore from a base between the two arcs of fire from the shore batteries.

What about a shore battery that is placed where it can hit a gv spawn from an adjoining base?  Is that an improper position as well?

SB's should stay as they are.  It's one of the only ways to defend if all hangars are down and it can reach the Maproom.

It's a base defense. If it is a problem, Kill It.
