So why do the 51s and 38s get 10 slots and Axis only gets 8?

Why do the Axis get 4 Me262s?  Why does SG2 get 12 190F8s?  Why does KG76 get 6 AR234s?  Why do the B-26s come in sets of 5?  Why are some units grouped in dual squadron sized units at airfields and others are not?  Why do the P-38s and P-51s get 10 planes per squadron?  Why do the Allies have 4 targets and the Axis 2?  Why did Fencer put in ground combat again (that's one I would like explained! that feels better)?

These are the many questions of scenario design that can only be understood with true vision of both side's tasks not only your own side's.

Unfortunate that your "need" to fly with your buddies is not important enough for you to fly a different aircraft.  Alas I hope they will understand, I know I do.

Fencer is the originator of many designs -- that's one of his roles in the scenario team.  Not all of them originated with him (BoB, Rangoon, Coral Sea, Husky, Stalin's, Downfall, Malta, for example, originated with others -- in some ways Enemy Coast originated with CorkyJr).  Regardless of who the originator of the idea is, it goes through review and modifications by the team.

I thought about that, because I prefer quick answers.  Yet, while that is true, its not the entire reason.  A more appropriate quick response would have been.. "Because I have done these before and I have spent hours looking at this and this will allow the best balance for both sides based upon their tasking."    Shoulda used that one, but I figured you wouldn't be satisfied with that.

The most difficult part of explaining why certain things are set up in a scenario is explaining it while not tipping the hand of potential strategies that either side might employ.  While there is no guarantee that those strategies will be employed, they can be.  We make sure all sides have an even chance of winning, but stop at that opportunity.  We won't say why or how we came to the decisions.  Squad sizes might be drafted into a design to insure certain formations are escorted with certain amounts of planes, it might be to break up groups that tend to gather among themselves and do what they want instead of what's needed, it takes months to put these together and there are many reasons why decisions are made.  But I can assure you, each decision is made for a reason, we hope they are good ones, but each choice is discussed and weighed, each change or modification dissected against potential unintended consequences.  
What we like to focus on in Scenarios is recreating one element of the war that was vital.  That is simply to focus on what is there, what you have, what you have to do with it. There is not nearly enough time to practice, drill, train, and plan to waste that time on what if, or what could have been.  Personally, were I flying, I would be looking at what I could do with what I have.  Nothing else matters, it won't help one bit.  

Purdue, I know you are looking to have fun with your squad, but we don't design the events for the benefit of one squad, and I know you are not asking that we do, we design the event to benefit the event itself and the players.  The numbers are what they are.  Work with that.

I understand and I will try. Unfortunately some will not have fun for they cant fly with the squad. I know there is nothing that can be done. All I asked for was a simple answer to a simple question. I didnt think that Fencer had to be so ill about it, oh well

Sure.  There are times when a person's desire to recreate a portion of history by flying a particular plane over rides the normal bonding of flying with one's buddies.  For example Soulyss flew B-25s in Phillapine Phandango rather than his normal P-38 with his buddies.

Isn't the primary purpose of a Scenario to fly in a historical squad or aircraft for the individual?  MA squaddies are icing on the cake when they fly in the same Scenario squad.
