  Does the Finale count as personal scores , or just the teams?

Teams for score only to see which team gets the most points and wins....
Individual just to see who gets bragging rights. Neither is accumulative to the season score.

I would like to know the specific time the the arena's will be set up on race days.

I don't like to practice on my own, and for that I will have to take some action to continue to have racers come in and practice with other racers. I will be holding practices in the custom arenas, between 8 and 11pm Eastern time on Mondays, and 8 until the track opens on Tuesdays.

There is not now, nor has there ever been, a "specific time the the arena's will be set up on race days."
It all depends on CM's ability to get off work, get home through traffic, say hello to wife and kids, get computer booted up, get arena set up and loaded, find and load MOTD.
Your choice of hosting a custom arena is a very good substitute.
