Actually not, when reporting a bug you should include any and all information regarding the problem. That way if it was a bug they could find and fix it sooner.
Do you think a  Excited would help them find and fix it sooner?

then post it in the right forum.  the radar is a non working radar.  which doesnt make it a bug.  however if you want it to work then perhaps you should post it in the wish forum.  there's a submarine at the port and it doesnt move.  you dont see anybody posting it as a bug do you?
