question: the duel CV's can you launch planes from both of them?

They are "dumcv" objects.  They sail around with the fleet, but they do not throw up ack or launch/land planes.  You must land on the central CV for a safe landing.  The extra CVs and cruisers are there for cosmetic purposes.  They can be destroyed though! :old:
