That's BS.

 They only counted the charitable contributions itemized on the tax forms. That means only donations to the causes that the federal government officially approves - or the crooks who managed to get certified as a "charitable organisation".

 The New Hamphsire is the most independent state from the federal government. They actually have right to revolution in their state constitution.

 It is only natural that they would donate to the causes of their own chosing, rather than the Washington's.
