major warping

I just recently signed up for AH and I've noticed a lot of warping around me.  At first, I thought it was everybody else that was warping.  But not it seems that I'm the guilty party.  Is there any way to check your connection speed while online to see if the problem is on my end?  I use a cable conn to get on AH, so I'm not sure why I would be warping.  I've also noticed that I have a frame rate of about 8-15 all the time.  Is that an ideal frame rate?  If not, how do I improve it?  Any help would be appreciated.

ya..hit escape, that should bring up the clipboard.   Then setup button, then net status.  Try to check your frame rate offline against your frame rate on line.   if there is a significant difference, i.e.  offline is 35, online is 10 -15, check for an irq conflict with your vidcard.  I had a conflict with my vidcard and modem once and that really clobbered my frame rate on line.
If that isnt the problem, post your system pecs and there will be people with similar systems that are able to help.
