New Motorcycle Emission Standards Set
Tue Dec 23, 9:49 PM ET  Add U.S. Government - AP to My Yahoo!

WASHINGTON - The Environmental Protection Agency (news - web sites) on Tuesday set the first new emission standards for highway motorcycles in 25 years, and the first standards for small scooters and mopeds.

EPA said it would reduce pollution from motorcycles, which produce more harmful exhaust per mile than cars or large SUVs, by about 54,000 tons of hydrocarbons and nitrogen oxides per year. Hydrocarbons react with nitrogen oxides and sunlight to form ground-level ozone, a key component of smog.

The agency said the regulations, which were proposed last year, also would save about 12 million gallons a year of gas escaping from vehicles' fuel hoses and fuel tanks.

"These new rules significantly advance pollution standards for motorcycles," EPA Administrator Mike Leavitt said.

Starting in 2006, manufacturers of highway motorcycles, small scooters and mopeds will be required to reduce emissions of those two chemicals by 60 percent by using improved technologies such as secondary air injection, electronic fuel injection systems and catalytic converters.

Starting 2008, manufacturers also will be required to better control fuel loss through fuel hoses and tanks.

The new emission controls are estimated to add about $75 to the $10,000 average cost of a motorcycle by 2010.

Will this mean an end to the jackholes waking up the whole neighborhood with straight pipes on their Harleys?  Good.

Oh Dear, first it was the SUVs destroying the Earth, now scooters.  How about taking care of the 7/8ths of the world that just don't give a ****, and pollute with abandon.

straight-pipes are just a natural reaction to people constantly saying "I didn't see him".  it's a safety feature.

btw- it just means you need to save the stock pipes to put back on every 2 years at renewal time.

I told you guys.... The EPA is the new IRS... they have enormous power and get their hands into everyones lives... little twits like frogem will simply say "good... let em go after that guy" and continue to vote "green" democrats....

most of us won't realize how evil the EPA is till our particular ox is gored and even more won't even realize how much the EPA's bizzare regulations cost them.

I deal with a branch of the EPA that has enormous control over cities.   it is about 3 graduate women who are best described as hippies.   They can prove nothing they say but they have the power.   I was told by them that a sewer bill that exceeded your monthly cable bill was perfectly acceptable to them even if they couldn't prove that the mandates they required would help pollution in any way.

The thing about cars and motorcycles is.... a lawnmower produces more pollution in a couple of weeks than all the expensive "improvements" done to bikes will save in their lifetime... not to mention the 2 stroke scooters and weed eaters and leaf blowers (talk about noise pollution!)

wake up dummies.

Capt. Apathy,

'Loud pipes save lives' is a myth.  Almost all of the noise produced by straight pipes on a Harley goes backwards.  Most of the danger is in FRONT of the bike.

I've ridden quiet motorcycles for years, and I've found that there are few situations where the other motorists don't hear or see you that cannot be resolved by being an attentive motorcyclist.

If you rely on loud pipes to be safe on your bike, you're a fool and inconsiderate to boot.  Being woken up at 5 or 6 in the morning by some jerk who tries to rationalize his braying motorcycle is an eye opening experience.

The epa is fine. It is squealing crazy that 1 motorcycle spews out more hydrocarbons then 3-5 cars.
If you want to live in a country that has lax enviromental laws, i recommend going to visit mexico city or beijing.  when i flew into beijing for the first time i swear the paint was stripped right off the plane.

frogm... the amount of pollutants put out by motorcycles is less than that put out by weed blowers or spilling gas while fueling em even..  this is a complex solution to a nonexistent problem.

if you reduced the emmissions put out by motorcycles to zero it would not have any effect at all that would be measureable on air quality... it is simply more going after small and weak groups by the EPA... the way they get their draconian water pollution laws passed is to enforce them on very small communities and set "precident"   the small communities can't afford to fight em.

This is changing somewhat... many communities are banding togeter and putting up a common defence.

I realize that a 50-100 dollar a month sewer bill in order to have questionable science enacted is not a big deal to you but.... someday when you leave your parents house it may be.

how have I not proved my point?   the regulation is a "feel good" tripe.   It removes allmost no pollution but makes the motorcycle way less effiecient and it gets less milage..  maybe even adds to pollution by lowering milage.   I had no objection to banning 2 stroke motorcycles and cars... it was proven and apparent that they were big polluters.

Again.. it is a case of going after small groups who are doing very little or no polluting... they know if they go after some of the real problems they will be in the spotlight and believe me... thier "science" can't stand the spotlight... imagine if they told everyone that they couldn't have a gas can or any gasoline powered tools like lawnmowers or.... that mowers would now cost 1,000 dollars because of smog devices and have to be smog checked every year?   No.... easier to go after motorcycles even tho they don't cause any real pollution.

My dealings with the EPA have shown me that they rely on the "aura" of something more than the science...  they are asking me to pollute more than previously because.... well.... it looks better to them.  When our consultants confront them with these facts they just smile.   Probly rattle em enough that they have to smoke an extra joint at lunch tho or after work..  but... they can tell all their friends they are stopping pollution.

belive me folks... your sewer bill will be 50-100 bucks a month before very long... it will start in California (of course) but will spred.   you will get little or nothing for your money.

It has got to the point that you will be spending hundreds of dollars a year per person to prevent ever smaller amounts of pollution.... ten people may be paying hundreds each to prevent the amount of pollution that one person spilling a cupfull of gasoline will produce.

The EPA is a joke. They work on "FEEL GOOD" not the facts.
