 The objects under the wings are "tow cans", this is a training aircraft,  the "tow cans" are for target towing gear.

ah, the guy in the rear cockpit operates the towing cables then.  I didnt realize that the Japanese Army Air Force would use the Navy A6M terminology, rather than substitute Ki-something.

It's Not Army it's Navy, the plane is a dual controle, trainer.
