Hitting ships from long range with the 8" guns is difficult because of the precision required, but not impossible.  It takes some practice and experience.  The best way to score hits is not to "walk up the splashes", but to bracket the target.  

Use sea mode, and guess the initial range of the target.  Your ability to range targets and apply appropriate lead is something that just gets better with practice.  If the first shot falls short, fire the next one significantly farther out.  Hopefully it'll go long.    Now you know your target is between those two ranges, and you can gradually close in.

Shell the town and you'll get a "Object Destroyed" message much more often than if you're shelling a field.  If you do find yourself shelling an airfield, just aim for the runway and wait for a kill message. :)

For land targets, the accuracy of the maps will effect your targeting in Land Mode. If the maps are accurate, you can hit stuff with a small adjustments but if the maps aren't good then it's luck withouth targeting fedback.
For ship targets, practice makes perfect. Maybe try a Shore Battery a few times and you only have to worry about the target moving and not your gun platform.
