I'll start the list, U add to it:
1) A way to fire the carrier ship captain. There has to be some strategic coherence, not just "first come, first serve". We had guys turning them too frequently, so the planes couldn't launch or land. I suggest a running poll: if more people on that team hit "fire" than "hire", the guy is booted and the next guy in line takes it.
2) A way to separate the cruisers from the carrier. Yeah, I know it leaves the carrier vulnerable, but right now we have guys steaming the carrier within 1 mile of the beach so the cruisers can bombard ports. Would be more realistic for carrier and some cruisers to remain 20 miles offshore, while other cruisers and destroyers move in to blast the shore defenses.
