if you are willing to spend alot, get adobe photoshop.

Or, if you don't want to spend money you can download serif photoplus 5.5 or GIMP.

I use mostly GIMP.

gimp kicks arse. I use it for web development and for digital image editing. Just takes a little getting used to. Same as photoshop for the most part. Always remember, if in doubt, right click.

I use Paint Shop Pro 7.0.
