No, the engineers just had an idea.
Wings increase drag, right? And a whole lot of drag. So on paper this mother could reach 490mph max. at sea level, since saved weight could be used on a stronger enige as well.
Some pilots complained about lack of responsiveness around the roll-axis, as well about a certain sluggishness at low speeds (below 485mph) at takeoffs and landings. ;)

:lol test pilot must have been an La-7 driver...
