This flyer was sent out by the republican party in Baltimore prior to the 2002 election to black neighborhoods. Note the date. The election was on the 5th.

What's wrong with that flyer?  It basically says "Obey the Law".  Since it is a stastical fact that the black population has a bigger problem with crime than the rest of the population, it seems like a good idea.  Maybe a reminder will help them.

Ya, just another idiot who went out to stir up some hate.  And Funked, flyer seems to have litttle to do with obeying the law as much as it does insult those who recieved it.  I bet 99% who recieved it don't have parking tickets or warrants.  Also how do you explain the bogus election date?
