CTD When Increase Graphic Detail

When increase graphic detail to max from its default around the middle, crash to desktop.  

Experimented with this to stop the rolling curtain of ground detail while looking down.  But can't take off before CTD as frame rate drops from mid 50s to teens.  

GeForce 4400 at 1024x768, P4 2.26 GHz, DX9.

In Beta 20, stopped the CTD by restoring first two graphics settings to middle.  

Changed the third setting to max 3-mile and that stopped the distracting rolling terrain detail when looking down.  

Are all three graphics settings defaulted to middle for all users or  are they tailored to each computer's horsepower?
