To create an early US insignia, first of all make three new layers. Call them "insignia: red", "white" and "blue" with red nearer the top of the layer list, then white, then blue.

Change the line and fill colours to white and move to the white layer. Click on the "preset shapes" icon and select "star 2" from the drop down box in the "tool options"window. Use this to draw a white star the right size. Move to the blue layer, change the colours to blue and the preset shape to elipse. Draw a circle the right size then place this under the star. Then go to the red layer and repeat.

If you select the star using the selection box, you can then use image/rotate to adjust its orientation if needed. Then just copy/paste to get more insignia.
