It was a botch job from the beginning.
Forget the bull**** reasons for invading in the first place for a moment they still attacked withouth the world support that existed in '91, Rumsfield also ignored warnings about the size of the forces that would be needed to do the job, they evidently had no provisions for controlling the country after the collapse of the Iraqi military and obviously no credible plan for the occupation.
IMO they were delusional in thinking that they would be cheered and praised by the Iraqi's and the rest of the Arab world as the liberators in Paris back in '44 were.
The occupation has been all thumbs. Failed to suppress the remnants of the Iraqi military or incorporate them for the rebuilding, failure to close (by force or negotiation) the borders to keep outside agitators away and they've done everything possible to ruin the little good will they had built. They tossed away any chance for a smooth transition this June that's for sure.
All of which says to me that the administrations conconcted a lie sucked in by many people that invading Iraq was to "save" the people and to create an Arab democracy as a lie.
