Russia does'nt seem to lack the funds for developing new nuclear weapons.

I say let Russia clean it up ....unless they stop making more of the same junk which will only end up rotting away in the future, needing to be cleaned up, again.

In fact...they ought to apply that to any nation with a nuclear programme that needs aid.

since US signed agreement on disassemble some of their WMD, they should be penalized as well, coz they have some sort of megagaltical delay
