Hard to say if this is a bug or not.

The AH2 padlock does not pan like the AH1 padlock.
The AH2 padlock holds 1 view angle until target goes to the edge of the screen, then the view angle 'jumps' to a new position with the target centered on the screen again. This new view angle is held until target reaches edge of screen, then another jump.
View jump is akward, and I prefer 'constant camera pan' to new system.
Snap padlock seems to work fine.

imo:
1 problem with AH1 padlock was trying to line up a target in front of you. An improved padlock would be to have the pan for all views other than forward view. Once target reaches edge of forward view, target is held center screen while camera pans.
