Below is the roster from the first Frame. Please look it over carefully.
Most of the squads were within their committed numbers, but some were not. Considering we have not flown in a few months I expected some to be over and under their numbers, but for Frame 2 their will not be any excuses. This goes double for squads that have too many pilots. All squads are allowed to go 2 under and 2 over their committed numbers. You will notice that each step up give one extra in the range. This makes it easier for the larger squadrons to stay in the range.

For example the Rouge Squadron that committed 4-6 pilots they could have as few as 2 and as many as 8 and still be within the limits. Shillelagh is another example. They have committed 7-10 pilots. They could go as low as 5 pilots and as high as 12 pilots and still be in the acceptable range.
This is all done so Admin CM’s can balance the frames/sides. That is why we want C.O.’s or X.O.’s to keep track of who is flying and then update prior to every Squad Ops (once a month) what they expect their numbers to be. If we did not track the squad numbers it would be impossible to balance sides. All squads have low numbers now and again. That is not such a big deal. Real life gets in the way at times. I think my squad has been low a couple of times, but when we have a squad with high numbers the C.O. or X.O. needs to tell someone to sit out. Not any fun, but maybe the last squadie or two to show up needs to sit out if you are over your numbers. Sure would make sure everyone shows up on time.
Another option is for a squadie to exit his squad and fly with another that night. Then before everyone leaves he can join back in his squad. A hassle yes, but it allows someone to fly that might not be able to and also could help out a squad that is low on numbers. All I look at is squad numbers, not who is flying with who.
