Could Country Balancer exempt the country with fewest bases?

Maybe the Country Balancer could exempt the country with the fewest fields?

On the slim chance that two countries would gang the third, even if the third had more people online, the third country could be at a numerical disadvantage compared to the other two combined.  

For balance then, wouldn't it be a simple "if, then" equation to exempt the country with the fewest number of fields?  

For example, if the Knights had the fewest number of fields, they could fly whatever they want, no matter how many people they had online, until they no longer have the fewest bases.

It has been suggested and is being considered. HT did tell me that preventing resets was not what this is about and that he wasn't sure he was prepared to do it.
