With folks switching sides constantly now to deal with the "numbers" issue it's bound to happen.  Considering the numbers change constantly and it's impossible to switch back to your "dedicated" country with ease I doubt it will be easy to regain teamwork.  The new eny value affects alot of things and team work is one of them.  Your not going to get some other squad or person that just jumped to get right into the whole team work thing.
