nash... since I run a wastewater facility and have to be current on regulations...

I can tell you that your sources are missleading.  

regulations are far more stringent for wastewater and wetlands than they were 4 years ago.   an example would be electrical conductivity limits for wastewater that is applied to land.... the limits for drinking water are 900 microumos and they are 600 for wastewater.    I would be in violation if I put drinking water on my land area at the plant.   I am in vilolation if I pump out grpoundwater and let it hit.... the ground.  

The EPA is a giant octopus that is more involved in every aspect of our lives and wields more power and more unfaily than the combined forces of the IRS, homeland security and the BATF.

They operate on junk science and guesswork.

to put it in perspective.... If we had canada wastewater treatment plant minimum standards released to our waters the we would have to call out a moonsuited crew of hundreds and close down said waters for a long and costly decontamination.
