Thanks for providing that, HMG.  Most people who have bashed Cheney over this statement either didn't read/hear the whole quote, or simply ignore the context in order to unfairly smear him.  This statement is simply a reflection of Kerry's (and the Democrats in general) past position on dealing with international terror; i.e. to miss commitee important congressional meetings and votes critical to national defense, to propose huge cuts in intel spending, and to treat terrorist acts as simple criminal activities.  It is still okay to point out your political opponents record, is it not?
