Last level 3 armor I used was a bit more concealed than that piece he's wearing.  It was hardly noticeable under my BDUs.  He could very well have custom made vest with larger plating.  The level 4 I purchased after 911 was about that size though and it was a concealed type vest.

You can see one that was like the one I purchased at this site.

I have an older set, but BDU's are not a fitted suit, I still vote armor not radio.

Scootter that's why I posted that site.  There are some concealed vests that allow up to Level IV protection at a cost.  There is only minor things that may show even in a suit.  Suits can also be made slightly larger to accomodate such items.  

The area we can see does match almost perfectly with the ProMax vest link I posted.  The plate that runs directly between the shoulder blades is what looks like is poking out in the pic.

it could be what you're seeing is a wire, but going the other way.
they didn't stay at the podiums or carry a mike.  they'd have a battery pack and/or transmitter box to go with the small mikes, right?

Battery packs and transmitters are usually strapped around waist or a little higher.. not on your upper back, where it'd be horribly akward to carry at.
