Some reservists from my state have been arrested for not going on a fuel convoy mission in Iraq.  They were given poor equipment and asked to drive down a bomb ridden highway.

So who should I contact to express my opinion, my congressman, state rep, senator?

some friendly advice. id hold off on writing anything to anyone until some more facts are out. until then youd be wasting your time.

You don't write anyone yet. Those soldiers were given orders and they willfully failed to carry them out. At least thats the information we have so far.

My dad had some "faulty equipment" in WWII. They were his feet. They froze in his boots while he was penned down in a fox hole for 3 days with water/ice in the bottom of it.
  He didn`t disobey orders.

Wait on doing any writing. You have very little info and certainly none that has passed any kind of investigation. The military has it's own investigation to conduct yet. All that has been released is at best a partial story.
