I tried to log on today and it gave me the sound card fault,,,,,looked into that then it said my vid card doed not support t&l,,,,,running a 9800pro ati....lost now,,,,,bad card?

If the card gets too hot or lacks sufficient power, then it could give you that error as it simply will not go into 3D mode.

could a hot video card cause the computer to restart too? ive decided to keep the side cover of my computer off and a small desk fan blowing into the computer, do you think that this will solve my restart problem?

Most definitely a hot video card can cause a restart, but besides that you have to consider that even if it didnt cause a restart, you are raising the ambient temp inside the box and causing that much more of a heat load on your processor.  No two ways about it, you overheat the processor, the best you can hope for is that you cause your system to shut down.  I've had success before doing what you describe.  Certainly if you try it, and your problem goes away, you've found your problem.
