Question about HP and WEP

I was wandering around to find out the proper place that I can post some
questions to HTC. I think this is. But if it is not, please tell me.  

My question is,
When someone says that the power that the engine of (e.g.) N1K2-J can produce
is 1990 HP at ground level, what is that mean?
It means that it can produce 1990 HP within mil power?
or it must engage WEP to produce that amount of power?
I want to know what the max HP of a engine means.

And if I am not bothering you, could you tell me the maximum HPs of
each plane that AH has now, w/ WEP and w/o WEP?

Wish I could help with some hard number data but the answer to your question could be much bigger than you suspect!  Horsepower changes with altitude as well as with fuel octane, water/alcohol injection (WEP), Nitrous Oxide injection, and the amount of pressure boost from the assorted turbo/supercharger devices (among other variables).  Any given airplane could have a multitude of charts to cover each of these conditions. I'm wondering, as well, if such charts have been created during their non-flying spare time.

Thank you for your explanation, MiG.  
I expected that the number will decrease as it gets altitude.
But I didn't know... Wow.. it varies even with fuel octane!!

But as for this game, AH, I think there should be some hard numbers that HTC
members used to make this game. Are they confidential?  
How about HPs just at sea level?

I'm very curious about it. Yesterday, I took every possible means to find out
some hard numbers about each engine's HP on the Internet, but I found out that
the numbers are different from site to site.  
Especially as for Spitfire Mk.IX, I learned that it used two different engines,
Merlin 61 and 63. Which engine is mounted on the AH's Spit9?

These figures would be of interest to me as well.

(Btw:  Increasing fuel octane has the effect of increasing HP, because you can advance ignition timing more without encountering what is generally refered to as "pinging" (detonation).  However, if you didn't advance your timing, you would see no difference in performance.)

In case anyone is still interested (or listening for that matter), this is the reason that gas companies advertise that you will get better performance if you run "premium" fuels (usually 92 octane).  The truth is that unless your car is pinging, you will observe absolutely no difference (based on octane only).  All engines, under heavy acceleration, advance ignition timing.  The amount that they advance the timing determines the octane requirements for that vehicle.  Unless you drive a car that requires premium fuel, you won't be able to tell any difference between regular and premium unleaded.  (On the flip side, if you drive a car that requires premium fuel and you run regular (85 or 87 octane fuel) in it, you may notice a small decrease in performance, as the cars PCM (powertrain control module - computer) will retard timing if pinging is detected.

Oh well, maybe someone actually learned something from my above rant.
