I'd guess that it's a Mogami class Cruiser with a Lutzow class "Panzershif" anchored behind.

Japanese NACHI CLASS CA.

Either German Pocket Battleship Graf Spee or Scheer in the background.

Imperial Japanese Navy Nachi Class Heavy Cruiser, Ashigara. This photo was taken in 1937 when Ashigara visited Europe. The ship in the background is the German pocket battleship Admiral Graf Spee.
