It appears to be a 3500+ reporting itself as a 3400+. The voltage is off a bit, but that could be the motherboard, so no real problem there.
Take a look at the AMD roadmap from Anandtech
http://www.anandtech.com/cpuchipsets/showdoc.aspx?i=2303You can see that AMD has no 3400+ 939 chips in the past, present or future. Neither Anandtech, Tom's Hardware, [H]OCP, Sharky Extreme, Hexus nor etc. have ever tested a 3400+ 939 because it doesn't exist. If you don't believe any of this so far, go try to buy this cpu....I doubt you'll find one.
About 2 years ago, AMD and Newegg were having a spat because Newegg was selling the 3200 XP weeks before it offiially shipped to market, so I know Newegg has vast connections with vendors and will occasionally cross the line. On the good side, Newegg keeps great sales records, so if you run into a problem, I'm sure they would back the product no questions asked.
Where this cpu came from...why is it renamed a 3400+...who's benefiting from the sales...? I have no clue. Would I recommend getting involved with the TigerDirect deal?.....No, probably not.
To buy an unauthorized cpu with the 130nm process and the A8V to save less than $100 is a crapshoot at best. First, you have to "front " $380 and then wait and hope you get your $100 rebate to bring your grand total to $280.
I'd recommend getting the 3200+ 90nm Winchester (with a reputation for great overclocking headroom) and the Abit AV8 for a grand total of $278 (Pricewatch - many vendors). It'll run cooler and match the 3500+ (3400+) with just a mild overclock AND YA GOT $2 TO BUY A BEER WHILE YA ASSEMBLE YOUR NEW SYSTEM.
