how about adding some fleets without CVs they could be used for hunting CVs or for Bombardment of land bases
tho i fear them being used as Flak wagons like in the CT during some setups with the europe map they would set the fleet in the middle dont think it would be used this way tho
im thinking 4 escourts 4 cruisers and every country gets 2 of these non cv groups
