Yes, they can be.
Using a USB-gameport adapter or an analog gameport you can then use the left/right rudder action as well as both pedals.
Take the pedals' AUX plug, connect it to where it says JOYSTICK and then plug in the GAMEPORT plug into the gameport/adapter connector.
*IF you use the USB adapter you need to plug that in FIRST before connecting your pedsla so that Windows detects the HID device first. It's in the short instructions that come with the unit)
If you are not using the USB adapterd then in your Windows game/sound devices app you simply add a 3 axis, 2 button joystick *WITH* RUDDERS checked off.
When you calibrate them you move the pedals left/ right, each pedal up/down and when it says to click a controller button you simply choose the [NEXT] button instead.
