Interesting.  Hop 18 is not a routable IP address.  This looks like an asynchronous route, given what is happening at hop 17.

Simply put, the packet loss happens as the route back is not the same as the route to it.  100% packet loss is, when the network is working, is always an asynchrnous route.
It is a limitation of the way a traceroute works as they can only trace synchrnous routes.

Hard to say as you cannot get a real pingplot result set.

Asynchronous routes are not a problem and happen quite frequently on the Internet.  They will almost always be characterized by showing 100% packet loss in a trace.  If the trace continues, then you know it cannot be 100% packet loss or you would not be able to get any further.

if we let ping plotter run for 30 mins or so will we be able to tell if anything wrong?
