The issue isnt that sc wasnt paying attention.  The issue also isnt that the strat facility should change hands with the closest base.  The issue is that puffy ack can and always has operated regardless of line of sight.  That is a valid complaint.  You should not have ack burst boxed around you if you are not in LOS of the guns.  

There are pleanty of terrains where ack is nestled in a valley, and you will get acked when on the opposite side of the mountian range.  That is physically impossible.  So is the situation SC encountered.
