It's a scanned cover of the Russian advertising magazine about hosehold repairmant and reconstruction. It's dated 3-9 September, 2001.
The banner is: "Only original household planning!"...
They probably never thought that it is a piicture of WTC. They simply used it as a symbol of the mass production apartment houses.
