This is a video of a bait car used by some police force in Canada.  

Bait Car

Why didn't the police stop him when he broke into the car and try and steal it like they do most of the time?  What's the use of letting him drive around in a meth induced rampage endangering the lives of innocent bystanders?  At one point he pulls out a revolver and tries to fire it at what appears to be other cars.

I read that they initially had a cop tail the guy, and he had reached too high speeds for the responder to kill the engine back at HQ.  God, there were all the details on another forum but their search function absolutley blows.

P.S. This happened in the UK I believe.

This happened in the Vancouver area of British Columbia.  This was at the very start of this program (that of using bait cars).  The policy at that time was not to disable the vehicle if it was driving at a high rate of speed as it was felt the vehicle would lose control and cause a crash.  It was a misunderstanding of the way the system worked and the policy weenies were concerned about liablility.  After this incident was shown to those same weenies the policy was changed.  The driver in that video was high on meth, he received a 5 year sentence as the guest of the Queen.
