OTU's were the last stop before going to an operational combat unit.
It was where the pilots transitioned to their combat ride, but they weren't combat units and more often then not had war weary or earlier model aircraft of the one they'd be flying later on Ops.
As an example a Spitfire OTU would have Spit Is or IIs while the combat units were operating Vs or IXs
In that regard I wouldn't think an OTU skin would work. If you do that, then do stateside OTU USAAF birds count? That opens up a whole other can of worms in terms of what skins can 'fly' so to speak
