Until NAMBLA finally gets a supreme court decision changing the law, US state laws still rightly hold that it is impossible for a child to consent to having sex with an adult. Therefore, in the USA having sexual relations with a child is always rape, regardless of whether the child "consented."

No Straffo, in all states 13 is too young to purchase a firearm. In most of the states I've lived in, it's 18 for a long gun and 21 for a handgun and ownership is the closest parallel to age of consent not merely "how old does one need to be in order to have a family member show you how to shoot?" In consent and purchase you are deemed responsible enough to make the decision independently.

Also, I've seen the above quote attributed to Oscar Wilde (likely) and George Bernard Shaw (less likely) but have never seen a source listed.

I can't say if it's civilised or not to have sex at 13 my main concern is more the respect of individual freedom/will.

For example the legal age of concent in France is 15 but I remember a court decision to lower it to 13
And it's low if and only if the minor acted on his will otherwise it's pedophilia.
