It's not Russian

I think the writting looks more like Ukranian

Ok. It's a russian. But very poor with a lot of errors. It's a tresspass card. "Propusk".

its says:

Second in command signature.

Stamp:
Rifle battalion? POLK is very large maybe several battalions.

In forbidden burden

Vremya = time, Bremya = burden

Valid only with a passpor (without "t") shown.

This mistakes are only two of many that I can translate to English.

Noone uses a term "forbidden time" (zapretnoe vremya), it's "kommendantskiy chas". "Zapretnoye vremya" sounds like a phrase from H.P.Lovecraft

Hawklore, do you have Cyrillic fonts installed into your system? Choose "Cyrillic 1251" code page in your browser, if everything is OK this letters must look the same, as Latin "H": H and Н, as Latin A: А and A, like Latin "C": C and С. If they don't - try installing Cyrillic support via Windows Update or something... It will be much easier for us, Russian/Ukrainian/Bulgarian/Serbian/Belorussian barbarians who use a different ABC, to show you how some weird Slavonic stuff is spelled
