One million absentee ballots in California were not counted, as the outcome would not change our electors since Gore had a 1.4 million vote advantage. However, if they split the way the rest of the absentee votes in the country did (2:1 for Bush), we would find the popular vote to be a literal and not just a statistical (3/10s of 1%, well within the margin of error) dead heat. Hypothetical? sure. But as some are prone to say about Florida, we will never know...
