OK, how does this work? I was reading a news article from London and at the end it mentions phone numbers for witnesses to call:

"Anyone with information can call 0208 345 3715 or Crimestoppers 0800 555 111"

Are some phone numbers formatted xxxx xxx xxxx, while others are xxxx xxx xxx?

In some country 0800 are special number
In France 0800 are called 'green number' (numéro vert) and are free.

Yes, in the US "800" numbers are toll-free too.

I am refering to one number ending in 3 digits, and the other in 4.

I've no idea. But Straffo is correct, the 0800 is a free-phone number, only requiring 6 following digits. The other is a normal code. I guess there are more regular codes than 'special'.

There are at least three formats -

xxxx xxx xxxx

xxxxx xxxxxx

xxx xxxx xxxx

The code for London is 020. The next digit is a 7 or 8 - 7 for inner London and 8 for outer London. That 7 or 8 is part of the local number, not the code.
