a more realistic one would be:

operation is it ok with you guys if we attack?

or maybe

operation let's get out the
"who owes who" list and see who to exclude from our attack

or

operation well they sponsor terrorism too and won't support our attack but we'll let them go because they sell us lots of oil and expressed token condolences

or

operation we should attack them if we want to end terrorism but our friends in the region might get pissed so they're off the list

or simply

operation infinite politics.....
