Fuel Bunker Question

If you knock down the fuel at a field does it still run in ratio to how many are knocked down such as if 3 of the 4 fuel bunkers are knocked down that the fuel allowance will be 25%, or is it if you knock down all 4 fuel bunkers maximum will be 75%?

Any help would be appreciated.

75% is the lowest fuel will go on any field:aok
