Animated Avitar Resizing

I found an avitar i want to use, but it's too big (96x96dpi) the control panel says i have to have one that is 64x64dpi.     :huh     I was wondering if anyone knows how to resize it without turning it into a still image, because that is what happens when i try to resize it in paint. I have the system performance to do it but limited programs, any help would be greatly appreciated. Thank you in advance, getmo.

I thinks theres links to editing software somewhere on page 2 or 3 of the Avatar Factory thread  .
