Burza and Wicher were similar, and built for the Polish navy; hmmm.  I do believe that EagleDNY is correct.

"The first large, modern ships of the Polish Navy.  The design was based on that of the French "torpilleurs d'escadre" of the Bourrasque class ..."  (that's the "1,500-tonnes" class) ... extensively improved, however, according to the requirements of the Poles...".

The Burza was virtually identical to the French Bourrasque class, being built by the same shipyard in the late 1920s. This is certainly the Burza.
