Blue boxes on screen stick settings

I don't see the blue boxes on the screen when in stick settings.
why is this and do I need to to get good settings?

Make sure to use the Catalyst 4.12 drivers for that card.

I think I'm useing a higher number driver  like 7.1 should I go down to 4.12 catalyst.? or is that a minimum required version or max version?

4.12 is the max.

I unistalled my ATI driver and reinstalled the 4.12 cat driver, but I still do not see the blue boxes in the "control-settings- window"

I will try to post screen shot tonight.
