I dont think it is as simple as getting a "Report" and taking players A's word for it. Im pretty certian there is a text log like there was in AW. The Mod can go back and follow the dialog from the start and clear up any false reports.

That's true, and I expect that in the long run HTC will punish false reports and clear those who have suffered from false reporting.  However, an automatic system still lends itself to abuse.  Justice tomorrow doesn't stop a bunch of miscreants from ruining one's fun today.
